Job Description Roles & Responsibilities CIVIL ENGINEER Division: Building & Infrastructure Division Department: Community and Business Services Department Business Line: Security & Industrial Services Business Line Reports To: Supervisor, Infrastructure Section JOB PURPOSE To make structural designs and specifications of building or structure for construction, maintenance or remodeling of offices, workshops. Company houses, residential buildings, community buildings, associated facilities, and other miscellaneous buildings of the company, and cost estimation for maintenance and small projects (up to value of $1 million) and specified local government offices sponsored by the company. Prepares technical tender packages for these Civil works. MAIN RESPONSIBILITIES Policies, Processes and Procedures Applies approved section policies, processes, and procedures and monitors adherence so that work is carried out in a controlled manner. Day-to-day Operations Applies the day-to-day operations assigned for the Infrastructure Section to ensure compliance with the established standards and procedures. User Specifications Examines user requirements and specifications for new construction or re-modelling projects, formulates design concepts through site visits & consultations with client departments, adjusts its scope in line with other projects in progress, and propose conceptual/preliminary designs to client departments in accordance with the company's building investment policies, current zoning, future re-development programs, budget guidelines & other constraints. Engineering Plans and Schedules Prepares engineering plan/schedules for approved projects, such as team formations, allocation of design, workload, and design schedules, according to outlines set by supervisor. Civil Engineering Design Prepares detailed designs in conjunction with the Utilities section of CBD and the Mechanical Engineer for the building structure, service drainage, sewage, underground water supply lines, concrete pipes, culverts, roads, parking areas and other earthwork, according to the approved outlines of project, such as budget, location, features e.g. traffic signs and overall functionality. Technical Advice and Instructions for Contractors Guides draftsmen in finishing drawings, materials, material specifications, and other technical instructions for contractors. Provides contractor's engineers and technicians, with technical advice to resolve unexpected obstacles on site, design errors, post design changes, and also evaluates contractor's inadequacies or competence, upon request by the Superintendent. Monitoring of Contractors Work Examines scope of work, shop drawings, results of field measurement, equipment lists, materials samples or other preliminary work submitted by contractors undertaking the project, as assigned by the Superintendent. Requests contractors to submit work schedules and checks contractors work for any discrepancies. Controls contractor's performance by verifying daily progress reports on manpower input, materials input, completed jobs, carried over jobs, and so on. Receives weekly/monthly reports from inspector, identifies and delay of progress, and discussions with contractors to find solutions for catch up. Reporting Prepares section reports in a timely and accurate manner to meet Company and section requirements, policies and standards e.g. reports on manpower, progress of maintenance, any problems encountered. Safety, Health & Environment Complies with all relevant safety, health and environmental procedures to ensure a healthy and safe work environment. Related Assignments Performs other related duties or assignments as directed. COMMUNICATIONS & WORKING RELATIONSHIPS Internal ESD, PMD, ISD, SCD, and proponent / user departments. External Contractors, Vendors, Municipality. QUALIFICATIONS, EXPERIENCE & LANGUAGE SKILLS Academic & Professional Qualifications Bachelor degree in Civil Engineering Experience Minimum 4 years of experience Languages Minimum English language required is KJO L4 – Intermediate Desired Candidate Profile .
