Information Management Consultant
Job Description Roles & Responsibilities Across the MENA region, Information Management (IM) functions are increasingly critical to supporting programme performance, accountability, and evidence-informed decision-making in complex humanitarian, development, and system-strengthening contexts. Country Offices operate in diverse and high-demand environments, where timely, reliable, and actionable data is essential to guide programme planning, monitor implementation, and adapt to rapidly changing conditions. However, recent analysis highlights that IM functions remain fragmented, inconsistently structured, and variably resourced across country offices, with limited standardization in roles, systems, and approaches. As a result, while data systems and reporting mechanisms have improved, the systematic use of data to inform programme decision-making and performance management remains uneven. In response, the Regional Office is developing a MENA Information Management Strategy to strengthen the strategic positioning, coherence, and effectiveness of IM functions across the region. The strategy aims to establish clearer roles, improve coordination across functions, and promote more consistent approaches to data systems, quality, and use. To operationalize this strategic direction, there is a need to develop practical guidance, tools, and capacity development approaches that support Country Offices in establishing fit-forpurpose IM functions, strengthening data flows, improving data quality, and enhancing the usability of data for programme and management decision-making. The Programme Planning, Monitoring and Research (PPMR) Section in MENARO is therefore seeking an Information Management consultant to support the finalization and rollout of the IM Strategy and support in developing Monitoring Framework. The role will focus on translating the strategy into actionable outputs by developing guidance, tools, and methodologies that strengthen IM capacity across the region. This includes supporting the design and implementation of integrated IM systems, improving data flow mapping and quality assurance processes, and enhancing data visualization and analytical outputs to better inform programme and operational decisions. Working closely with regional teams and Country Offices, the consultant will play a key role in advancing more coherent, sustainable, and effective IM practices across MENA. Objectives: Strengthen regional and country-level information management systems to support evidence-based programme monitoring, review and strategic planning. Improve the quality, efficiency, and interoperability of programme data through data flow mapping, harmonization of data collection tools, and strengthened data quality assurance processes. Produce analytical products and IM/ Monitoring tools that support operational decision-making, programme prioritization, and institutional learning. Desired Candidate Profile Minimum Qualification required: Education Master s degree in information management, information systems, data science, statistics, Geographic Information Systems (GIS), computer science, or a related field. Work experience At least 5 years of professional work experience in information management, monitoring systems, or data management and analysis. Experience in coordination across different teams and ability to manage and navigate complex and diverse collaborations across UNICEF. Experience supporting emergency preparedness or humanitarian response operations in UNICEF. Experience in MENA region is an asset. Ability to work independently, proactively find solutions and achieve results. Knowledge/Expertise/Skills Demonstrated experience in database management and data analysis, including use of tools such as Access, MySQL, MS SQL, R, Python, or similar platforms, and managing large datasets and integrating multiple data sources. Strong working knowledge of data analysis and visualization tools such as Power BI, ArcGIS, or similar platforms, including designing dashboards and automated data workflows. Experience supporting information management or data use in humanitarian or development contexts. Familiarity with UNICEF programmes, cluster coordination mechanisms, or humanitarian response environments. Demonstrated ability to develop practical, fit-for-purpose information management solutions to support programme monitoring and decision-making. Experience in process documentation, report writing and guidance development. Language Requirements Fluency in English language (oral and written) is required. Knowledge in Arabic and/or French language is considered as an asset. Desirables Experience working with field monitoring systems or programme monitoring tools (e.g., FMM or similar systems) is an asset.
