NOC Engineer
Job Description Roles & Responsibilities Obtain, manage, and maintain “No Objection Certificates (NOCs)” required for landscaping projects. Also, ensure compliance with local regulations, environmental standards, and client requirements. As well as working closely with government authorities, clients, and internal teams to facilitate smooth project execution. Key Accountabilities: NOC Application and Management Identify and compile the necessary documents required for obtaining NOCs from relevant authorities (e.g., municipal corporations, environmental agencies, utility providers). Prepare and submit NOC applications in a timely manner, ensuring accuracy and completeness. Track the status of NOC applications and follow up with authorities to expedite approvals. Maintain a centralized database of all NOCs, including validity periods and renewal deadlines. Compliance and Regulatory Adherence Stay updated on local and federal regulations related to landscaping projects (e.g., environmental laws, regulations, water usage policies). Ensure all projects comply with applicable laws and standards before commencing work. Conduct periodic audits to verify compliance with NOC conditions and report any discrepancies. Update all authorities’ portals with current trade license with company prequalification. Final handing over the projects to client (Preparation of O&M, AS Built follow-up, testing & Commissioning follow-up, Final inspection approvals follow-up). Mentor, train and supervise intermediate and junior engineers. Coordinate with consultant & client for the site proceedings. Coordination with Stakeholders Liaise with government authorities, utility providers, and other external agencies to resolve issues related to NOCs. Collaborate with internal teams (e.g., project managers, designers, contractors) to ensure NOC requirements are understood and implemented. Communicate NOC-related updates and requirements to clients and stakeholders. Site Verifications with Authorities (DEWA, DU, Etisalat, ITS & Empower etc,.) Documentation and Reporting Maintain accurate and organized records of all NOCs, correspondence, and approvals. Prepare reports on NOC status, compliance issues, and project delays for management review. Develop and update standard operating procedures (SOPs) for NOC applications and compliance. Problem Resolution Address and resolve any objections or issues raised by authorities during the NOC approval process. Propose alternative solutions or modifications to project plans to meet regulatory requirements. Escalate critical issues to senior management when necessary. Renewals and Amendments Monitor the expiration dates of NOCs and initiate renewal processes well in advance. Handle amendments to existing NOCs due to changes in project scope or regulations. Ensure all renewed or amended NOCs are properly documented and communicated to relevant parties. Desired Candidate Profile Bachelor’s degree in Civil Engineering, Environmental Science, Business Administration, or a related field. 3-5 years of experience in compliance, documentation, or regulatory affairs, preferably in the landscaping, construction, or real estate industry. Proficiency in document management systems and Microsoft Office Suite. MS Office, AutoCAD, Gov Portals Knowledge of local regulations and permitting processes related to landscaping and construction.
