HSE / Safety Engineer – Villas Supervision (Trakhees Approved Required

Job Description Roles & Responsibilities Role Summary We are seeking an experienced HSE / Safety Engineer (Trakhees Approved) to support the supervision and delivery of a villa development project in Dubai under Trakhees regulations. The role will be responsible for implementing, monitoring, and enforcing Health, Safety, and Environmental (HSE) requirements across construction activities while ensuring full compliance with authority requirements, consultant procedures, and project HSE standards. Key Responsibilities HSE Management & Compliance Implement and maintain project HSE procedures, plans, and reporting systems in accordance with UAE regulations and project requirements. Ensure compliance with Trakhees, Dubai Municipality, MOHRE, Civil Defense, and other applicable authority requirements. Conduct routine site inspections, safety audits, and risk assessments. Review contractor HSE documentation including method statements, risk assessments (RA), permits, and safety plans. Monitor implementation of corrective and preventive actions. Site Safety & Supervision Support Monitor day-to-day site activities and ensure safe construction practices are maintained. Identify unsafe acts and conditions and coordinate corrective measures with contractors and supervision teams. Conduct toolbox talks, site inductions, and awareness sessions where required. Participate in incident investigations and prepare reports with recommendations and close-out actions. Support the Resident Engineer and Project Manager on all HSE matters. Authority & Stakeholder Coordination Coordinate with Trakhees and relevant authorities during inspections, audits, and compliance reviews. Support project teams during authority visits and site observations. Coordinate with contractors, consultants, and client representatives to maintain HSE compliance. Assist in obtaining approvals and maintaining required HSE records throughout the project. Documentation & Reporting Maintain HSE records including permits, inspections, NCRs, incidents, corrective actions, and training logs. Prepare weekly and monthly HSE reports and dashboards. Monitor closure of HSE observations and maintain project compliance trackers. Support preparation of project close-out and handover documentation. Desired Candidate Profile Qualifications Bachelor’s Degree or Diploma in Engineering, Occupational Health & Safety, or related discipline. Minimum 5 years of UAE experience in HSE / construction safety roles. Previous experience on villa developments, residential communities, or construction supervision projects is preferred. Trakhees Approval is mandatory. Strong understanding of UAE HSE legislation and authority requirements. Experience coordinating with Trakhees, Dubai Municipality, Civil Defense, and MOHRE. Professional certifications such as NEBOSH, IOSH, or equivalent are mandatory. Strong communication, reporting, and stakeholder management skills. Ability to work independently in a fast-paced site environment. Preferred Skills Experience working under consultant supervision teams. Familiarity with villa construction sequencing and site operations. Experience in HSE audits, NCR management, and authority inspections.
