QAQC Manager
Job Description Roles & Responsibilities Develop, implement, and maintain the Project Quality Management Plan (PQMP), quality procedures, Inspection & Test Plans (ITPs), and method statements. Manage all QA/QC activities for roads, highways, underpasses, bridges, earthworks, asphalt and pavement works, utility networks (stormwater, sewerage, potable water, irrigation, TSE), utility structures, and associated civil infrastructure. Ensure construction activities comply with approved drawings, specifications, contract requirements, and UAE authority standards. Lead and supervise QA/QC Engineers, Inspectors, laboratory personnel, and quality documentation teams. Review and approve material submittals, method statements, quality records, inspection requests, material inspection requests, and test reports. Coordinate inspections, testing, audits, and approvals with clients, consultants, subcontractors, laboratories, and relevant authorities. Monitor and close out Non-Conformance Reports (NCRs), Corrective Action Requests (CARs), and quality observations, ensuring timely implementation of corrective and preventive actions. Conduct internal quality audits and support external audits while promoting continuous improvement across the project. Prepare weekly and monthly quality reports, monitor quality KPIs, and provide recommendations to improve project quality performance. Ensure proper maintenance of quality records, handover documentation, and compliance with project quality objectives. Promote a strong quality culture across the project while coordinating closely with construction, engineering, planning, HSE, and commercial teams. Desired Candidate Profile Bachelor's Degree in Civil Engineering. Minimum 16+ years of overall experience, including at least 5 years as a QA/QC Manager on major roads and infrastructure projects. Proven experience in roads, highways, underpasses, utility networks, and large-scale civil infrastructure projects within the UAE or GCC. Strong knowledge of ISO 9001 Quality Management Systems, UAE construction standards, inspection procedures, material testing, quality documentation, and infrastructure construction practices. Experience working with major contractors, consultants, and UAE authorities such as RTA, Dubai Municipality, DEWA, or similar government entities is highly preferred. Excellent leadership, communication, problem-solving, coordination, and reporting skills with the ability to manage multidisciplinary quality teams and deliver projects to the highest quality standards.
