Job Description Roles & Responsibilities We, at Emarat Aloula is seeking an accomplished Project Manager – Infrastructure & Utilities (District Cooling) to lead the planning, execution, and successful delivery of major infrastructure and utility projects, with a primary focus on District Cooling Plants (DCP) and associated utility networks. The successful candidate will be responsible for managing EPC projects from initiation through commissioning and handover, ensuring delivery within budget, schedule, quality, and safety requirements. The role requires strong leadership, commercial awareness, stakeholder management skills, and extensive experience in district cooling and utility infrastructure projects across the UAE. Key Responsibilities Lead the overall execution of District Cooling Plant (DCP) and utility infrastructure projects from award through final handover. Manage project scope, schedules, budgets, procurement activities, risk management, and resource planning. Coordinate with clients, consultants, authorities, subcontractors, suppliers, and internal departments throughout the project lifecycle. Monitor project progress and ensure compliance with contractual obligations, technical specifications, Company standards, and client requirements. Review engineering drawings, design submissions, technical specifications, method statements, and material submittals. Oversee procurement activities to ensure timely delivery of long-lead equipment and project materials. Manage project commercial matters including variations, claims, change orders, cost control, and budget monitoring. Lead project meetings, progress reviews, and coordination meetings with all stakeholders. Ensure successful testing, pre-commissioning, commissioning, performance testing, and project handover. Ensure compliance with HSE, QA/QC, and statutory regulations throughout project execution. Identify project risks and implement mitigation measures to maintain project objectives. Mentor and lead multidisciplinary project teams while promoting a culture of collaboration, accountability, and continuous improvement. Prepare periodic project reports and provide regular updates to senior management. Desired Candidate Profile Qualifications & Experience Bachelor's Degree in Mechanical Engineering or Civil Engineering from a recognized university. Minimum 15 years of overall experience in construction, EPC, infrastructure, or utilities projects. Minimum 8–10 years of experience as a Project Manager handling large-scale infrastructure or utility projects in the UAE or GCC. Proven experience managing District Cooling Plants (DCP) is essential. Experience in one or more of the following will be highly advantageous: o District Cooling Plants (DCP) o Chilled Water Networks o Water Treatment Plants (WTP) o Wastewater Treatment Plants (WWTP) o Pumping Stations o Utility Networks o Filtration Systems o Cooling Towers o MEP Infrastructure Strong experience in Testing & Commissioning and project handover. Familiarity with FIDIC contracts, variation management, claims, procurement, and contract administration. PMP Certification is an added advantage. Ability to manage multiple project stakeholders simultaneously. Strong communication and presentation skills. Proficiency in MS Project, Primavera P6, Microsoft Office, and ERP systems. High level of professionalism, integrity, and accountability. Preferred Industry Experience Candidates with previous experience in leading EPC, infrastructure, utilities, district cooling, or MEP contracting companies within the UAE or GCC will be given preference.
