Civil Inspector (Roads & Utilities/Networks)
Job Description Roles & Responsibilities We are seeking an experienced Civil Inspector (Roads & Networks) to oversee and inspect the construction of roads, utility networks, and associated infrastructure works. The successful candidate will ensure that all construction activities are executed in accordance with approved drawings, project specifications, quality standards, and health and safety requirements. The role requires extensive site experience in roads, drainage, potable water, wastewater, irrigation, and utility network projects. Responsibilities: Construction Inspection & Supervision Inspect road and utility network construction works to ensure compliance with approved drawings, specifications, and contract requirements. Monitor daily site activities and verify work progress against approved schedules. Conduct inspections for earthworks, subgrade preparation, sub-base, road base, asphalt paving, curbstones, sidewalks, and hardscape works. Inspect installation of utility networks, including water, sewer, stormwater drainage, irrigation, telecommunications, and electrical duct banks. Verify line and level, dimensions, and construction tolerances of completed works. Quality Assurance & Compliance Ensure all materials and workmanship comply with project specifications and applicable standards. Witness field and laboratory testing activities for soils, aggregates, concrete, asphalt, and utility works. Review inspection requests (IRs), material approvals, and testing reports. Identify non-conforming works and issue observations or NCRs when required. Ensure corrective actions are implemented and verified. Site Coordination Coordinate with contractors, subcontractors, utility authorities, laboratories, and project stakeholders. Attend site meetings and progress review discussions. Assist the Resident Engineer in resolving site issues and technical queries. Coordinate inspections with relevant authorities and utility service providers. Documentation & Reporting Maintain daily inspection records and site diaries. Prepare inspection reports, punch lists, and snagging reports. Track completed works and verify quantities for progress measurement. Report construction progress, quality issues, and potential delays to the Resident Engineer. Health, Safety & Environmental Compliance Monitor contractor compliance with approved HSE plans. Ensure safe execution of roadworks and utility installation activities. Identify unsafe conditions and report safety violations. Promote environmental compliance and good construction practices Desired Candidate Profile Diploma or Bachelor's Degree in Civil Engineering or a related discipline. Minimum 5–10 years of experience in inspection and supervision of roads and infrastructure projects. Experience with consultancy firms, contractors, or project management organizations. Relevant professional certifications are considered an advantage. Technical Skills Strong knowledge of: Road construction and pavement works Earthworks and grading Asphalt paving operations Utility corridor construction Stormwater drainage systems Water distribution networks Sewerage and irrigation networks Familiarity with: ASTM, AASHTO, BS, and local standards Road and utility construction specifications Quality control and testing procedures Ability to read and interpret engineering drawings and shop drawings. Proficiency in Microsoft Office applications. Soft Skills Strong communication and reporting skills. Attention to detail and quality. Problem-solving and conflict-resolution abilities. Effective coordination and teamwork skills. Ability to work under pressure and meet project deadlines. Preferred Experience Experience on large-scale infrastructure, urban development, highway, or municipality projects. Familiarity with GCC/Middle East road and utility authority standards. Experience in projects involving multiple utility agencies and stakeholders. Knowledge of traffic management requirements during road construction.
