Cost Control Engineer

Prepare, review and manage BOQs, quantity take-offs, measurements, cost estimates, rate analysis, and pricing schedules. Review drawings, specifications, scope, surveys, and site measurements to verify quantities and identify discrepancies or omissions. Prepare and maintain project budgets, cost plans, commitments, actual costs, forecasts, and final cost projections. Prepare cost-to-complete and estimate-at-completion forecasts and identify cost overruns, risks, savings, and commercial exposure. Prepare tender BOQs, pricing schedules, and tender packages. Review contractor bids, quotations, rates, preliminaries, exclusions, and qualifications, and prepare commercial evaluation reports. Manage tender clarifications, negotiations, and tender recommendations. Review contract conditions, commercial obligations, payment provisions, notices, claims, changes, and commercial risks. Assess variations and change orders, including quantities, rates, quotations, and contractual entitlement, and maintain variation registers. Review contractor claims, assess quantities, rates, contractual entitlement, and supporting documentation. Coordinate with Finance/Accounts on invoices, payments, accruals, commitments, actual expenditure, monthly closing, budget reconciliation, and cash-flow forecasting. Prepare monthly cost reports covering budgets, contract values, variations, commitments, payments, expenditure, accruals, forecast final cost, cost-to-complete, and cash flow. Maintain complete commercial audit trails and records for tenders, contracts, BOQs, approvals, payments, invoices, variations, claims, commitments, and budget revisions. Prepare, review, and negotiate final accounts and support commercial project close-out. Coordinate with Project Management, Engineering, Construction/Site, Procurement, Contracts, Finance, Consultants, Contractors, and Subcontractors on commercial matters.

Desired Candidate Profile

Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management or a related discipline. 8–10 years of relevant experience in Quantity Surveying / Cost Control. Client-side, developer, consultant, or PMC experience is preferred. Strong experience in BOQ preparation, quantity measurement, estimation, tendering, cost planning, cost control, payment certification, variations, claims, contracts, and final accounts. Knowledge of Power BI, Primavera P6, or similar reporting tools is an advantage. Employment Type Full-time
