HSE Officer

Job Description Roles & Responsibilities The HSE officer is responsible to ensure that all construction activities comply with health, safety, and environmental regulations, project HSE plans, and UAE legal requirements. The role conducts inspections, enforces safety rules, investigates incidents, and supports site teams in maintaining a safe working environment. Key Responsibilities: Site Safety Monitoring Conduct daily site inspections to identify hazards and unsafe acts. Ensure compliance with project HSE plans, method statements, and risk assessments. Monitor high risk activities (working at height, lifting, hot works, confined spaces). HSE Documentation & Compliance Prepare risk assessments and job safety analyses (JSA). Maintain HSE logs, checklists, permits, and inspection reports. Ensure compliance with UAE HSE regulations (DM, DDA, Trakhees, Civil Defense). Incident Reporting & Investigation Report incidents/near misses immediately. Assist in root cause analysis and corrective action implementation. Maintain incident registers and follow up reports. Training & Awareness Conduct toolbox talks and safety inductions for workers. Train workers on PPE usage, emergency procedures, and safe work practices. Emergency Preparedness Support emergency drills and ensure readiness of firefighting equipment. Coordinate with HSE Manager for emergency response plans. Coordination & Communication Coordinate with site teams to resolve safety issues. Communicate safety observations to engineers, supervisors, and subcontractors. Participate in HSE meetings and audits. Desired Candidate Profile Educational Background: Bachelor’s Degree in Engineering, Environmental Science, or related field (preferred). Diploma in Occupational Health & Safety (acceptable for mid‑level roles). NEBOSH IGC (mandatory for UAE construction). IOSH Managing Safely (advantage). 2.Experience: 3–5 years of the construction HSE experience, Knowledge of UAE HSE regulations (DM, DDA, Trakhees, Civil Defense). Competencies: HSE inspection & auditing Risk assessment & JSA Incident investigation Permit‑to‑work systems Knowledge of UAE HSE regulations Emergency response procedures HSE documentation & reporting First Aid / Fire Warden Certification (preferred).
