Occupational Safety and Health Management Consultant
Job Overview
Lead occupational safety and health oversight across all assigned sites. Develop and maintain the program s OSH management framework, policies and procedures. Establish annual OSH objectives, plans, KPIs and improvement priorities. Ensure compliance with Saudi legislation, Client requirements and applicable international standards. Incorporate OSH requirements into project scopes, tender documents and O&M contracts. Review contractors safety plans, procedures, risk assessments and method statements. Evaluate contractors safety staffing, competency, training and mobilization arrangements. Monitor contractor compliance with contractual OSH requirements and approved plans. Conduct planned and unannounced site inspections, audits and management walkdowns. Inspect work activities, plant, tools, lifting equipment, access systems and personal protective equipment. Monitor high-risk activities, including confined-space entry, working at height, lifting, excavation, electrical isolation, hot work, diving and work near water. Verify implementation of permit-to-work, lockout/tagout and safe-isolation procedures. Ensure task-specific risk assessments and job safety analyses are completed and communicated. Stop or recommend stopping any activity presenting an immediate risk to people, assets or the environment. Identify unsafe acts, unsafe conditions and systemic compliance failures. Issue safety observations and ensure corrective actions are assigned, tracked and closed. Lead or support investigations into incidents, near misses and dangerous occurrences. Apply root-cause analysis and develop corrective and preventive recommendations. Monitor incident trends and identify recurring risks requiring management intervention. Develop and maintain emergency-response plans for dam and O&M activities. Coordinate emergency drills covering flooding, fire, rescue, confined spaces, electrical events and equipment failures. Verify the readiness of emergency equipment, first-aid facilities, communications and response teams. Develop safety-awareness programs, campaigns, toolbox-talk materials and workshops. Deliver or oversee OSH induction and training for employees, contractors and site personnel. Assess training effectiveness and identify additional competency requirements. Advise project and O&M teams on occupational health risks, including heat stress, noise, dust, chemicals, ergonomics and fatigue. Monitor occupational-health controls, welfare facilities and medical-emergency arrangements. Coordinate with industrial security, environmental, quality, engineering and operational teams. Lead periodic contractor safety-performance reviews. Establish and monitor leading and lagging OSH indicators. Benchmark program performance against recognized industry practice. Prepare clear daily, weekly, monthly, annual and technical reports as required by the assignment. Present OSH performance, critical risks, incidents and recommendations to senior stakeholders. Coordinate with government stakeholders, consultants, contractors and multidisciplinary teams. Attend meetings, inspections and site visits anywhere in Saudi Arabia as required. Comply with Saudi laws, applicable codes, Client procedures and quality requirements.
Desired Candidate Profile
Bachelor s degree in Safety Engineering, Fire Protection Engineering or an equivalent relevant discipline from a recognized university. ISO 45001, NEBOSH, OSHA or an equivalent recognized professional safety qualification. Minimum 16 years of professional experience in occupational safety, health or industrial security. At least 8 years of experience managing a professional safety team in Saudi Arabia. Demonstrated experience leading OSH governance across multiple projects or operational sites. Strong experience auditing contractors and monitoring contractual safety compliance. Practical knowledge of construction, maintenance and operational hazards. Experience reviewing safety plans, risk assessments, method statements and permit-to-work arrangements. Demonstrated experience investigating incidents and developing corrective and preventive actions.
