Procurement Engineer - Civil

The Procurement Engineer Civil is responsible for managing the procurement of civil construction materials, equipment, subcontracted works, and related services required for construction projects. The position will ensure that all materials and services are procured in accordance with approved project specifications, drawings, BOQs, quality requirements, budgets, and construction schedules, while achieving competitive commercial terms and timely delivery. The Procurement Engineer will coordinate closely with Project Managers, Construction Managers, Civil Engineers, Quantity Surveyors, QA/QC, Planning, Commercial, Finance, Stores, and suppliers/subcontractors. Controlling & Coordinating with the Project Submittits, Procurement/ Contracts, Production, Logistics & Despatch division throughout the various stages of the project to align with project schedule. Identify suitable bidders after referring to the project approved vendors for various supplies and services. Follows up with bidders and vendors to receive full technical details for the services/materials that has been requested and ensure that all commercial exceptions are properly clarified to ensure that no commercial exposure to the company can take place after placing of purchase order. Prepares commercial evaluations for all received offers in a tabulated format that allows for a clear comparison between different offers. Negotiate and finalize the best deal by issuing Purchase order/Sub-Contract based on criteria such as cost analysis, Lead time and payment terms and complies all the standard documentation to facilitate the procurement process. Arrange and attend regular meetings with concerned department to update them regarding the project procurement schedules and status of procured materials. Thereby; analyse the criticality of materials and clearly tracking by proper deadlines for the procurement of materials and services depending on operational demands. Responsible for commercial evaluations, expedition and payment follow-ups. Manage the complete procurement cycle for civil construction materials and services. Review Purchase Requisitions (PRs), BOQs, specifications, drawings and material requirements. Source suitable suppliers, manufacturers and subcontractors. Prepare and issue RFQs/RFPs. Obtain and evaluate competitive quotations. Prepare Technical & Commercial Comparison Sheets. Negotiate prices, payment terms, delivery schedules, warranties and commercial conditions. Prepare and process Purchase Orders in accordance with company procedures. Follow up on orders from placement through delivery to site. Ensure materials are available in accordance with the project construction programme.
