GENERAL INFORMATION JOB TITLE: Programme Policy Officer (Resilience) TYPE OF CONTRACT/LEVEL: NOB SUPERVISOR: Head of Resilience Unit UNIT/DIVISION: Programme DUTY STATION (City, Country): Aden, Yemen DURATION: 12 Months Organizational Context The incumbent serves as Deputy Head of the Climate Resilience and Livelihoods Unit of WFP Yemen, providing technical leadership across the climate resilience and livelihoods portfolio. The position operates with a high degree of independence, contributing to strategic and policy discussions, supervising staff, and supporting the delivery of complex Programmes and partnerships. Job Purpose To provide technical leadership, quality assurance and Programme oversight for resilience, livelihoods, ecosystem restoration and value chain development operations, ensuring high-quality design and implementation of Programmes, strengthened government systems and partnerships, effective management of Programme risks and performance, and evidence-based decision-making in support of WFP's resilience agenda. Key Accountabilities: 1. Technical Leadership and Quality Assurance Lead technical oversight of resilience, livelihoods, ecosystem restoration, climate adaptation, financial inclusion and value chain development interventions, ensuring Programme quality and adherence to WFP corporate strategies, technical standards and operational guidance. Ensure systematic integration of climate risk management, nutrition-sensitive programming, conflict sensitivity, gender, protection, inclusion, and accountability to affected populations considerations across resilience activities and partner-led interventions. Support the development and refinement of technical tools, methodologies, standard operating procedures and Programme guidance to strengthen quality, consistency and operational effectiveness across resilience interventions. Provide technical advice to Field Offices and cooperating partners on resilience programming approaches, community asset creation, livelihoods support, natural resource management and sustainability pathways, ensuring Programmes are delivered in accordance with approved plans, commitments, compliance requirements and agreed quality standards. Review and clear technical designs, implementation approaches, community planning tools, technical guidance notes, and proposals submitted by cooperating partners and field teams. 2. Programme Development and Strategic Support the Head of Unit in the strategic planning, design and expansion of the resilience portfolio, contributing technical inputs into strategic documents, concept notes, funding proposals, donor briefs, presentations, and advocacy materials. Contribute to Programme performance reviews to ensure interventions remain relevant, evidence-based, responsive to community needs, cost-effective and aligned with country Programme objectives, identifying bottlenecks, implementation risks and opportunities for improved delivery performance and efficient use of financial, operational and partnership resources. Support annual and multi-year operational planning processes for the resilience portfolio, monitoring grant implementation timelines and expenditure trends and ensuring budgets and workplans are aligned with strategic priorities, donor commitments, available resources and disbursement timeframes to maximize resource utilization and delivery of ICSP outcomes. 3. Government Engagement and Institutional Strengthening Lead day-to-day engagement with relevant government ministries, technical departments and local authorities on climate resilience and livelihoods programming. Support the strengthening of institutional capacities, policies, strategies and systems related to community resilience, livelihoods, ecosystem restoration, climate adaptation, financial inclusion, value chain development and other thematic areas as required. Facilitate alignment of WFP-supported interventions with national policies, frameworks and priorities, promoting government ownership, sustainability and systems strengthening.

Desired Candidate Profile

Advanced university degree in Agriculture, Natural Resource Management, Environmental Science, Climate Change, Rural Development, Economics, Food Security, Development Studies, International Relations, Social Sciences, or another field relevant to resilience and livelihoods programming. Alternatively, a first university degree in a relevant field combined with additional years of progressively responsible professional experience. Total relevant 7 years of experience including 3 years of Professional experience in resilience, livelihoods, rural development, climate adaptation, food security, ecosystem restoration, social protection, value chain development or related fields. Experience designing and managing development and resilience programmes in complex or fragile contexts. Experience working with government institutions, local authorities, NGOs and development partners. Experience providing technical guidance, quality assurance and capacity strengthening to implementing partners. Experience contributing to programme design, proposal development, donor reporting and strategic planning. Experience supervising teams and coordinating multi-stakeholder processes Experience working with UN agencies, international organizations or donor-funded programmes is an advantage. Strong technical expertise in resilience programming, livelihoods development and community-based approaches. Knowledge of climate adaptation, climate risk management, natural resource management and ecosystem restoration. Strong analytical, problem-solving and programme quality assurance skills. Ability to translate monitoring evidence and learning into programme improvements. Strong stakeholder engagement, negotiation and partnership-building skills. Excellent drafting and communication skills in English. Demonstrated ability to supervise, coach and develop staff. Strong planning, coordination and organizational skills. Proficiency in Microsoft Office applications and data analysis/reporting tools. Familiarity with Frameworks Demonstrated knowledge of, and ability to apply, relevant international and organizational frameworks, including: Resilience-building and livelihoods programming approaches. Climate adaptation and climate risk management frameworks. Community-based natural resource management and ecosystem restoration approaches. Social protection and productive safety-net programming. Food systems and market systems development approaches. Results-based management and adaptive programme management methodologies. Capacity strengthening and systems strengthening approaches. Accountability to Affected Populations (AAP), Protection and Gender frameworks. Monitoring, Evaluation, Accountability and Learning (MEAL) principles. Partnership management and localization approaches. Humanitarian-development-peace nexus programming concepts. Relevant WFP programme, partnership, safeguarding and risk-management policies and standards. Fluency (level C) in English language, knowledge of Arabic is an asset.
