Project Manager

Job Description Roles & Responsibilities The Project Manager role at HCP is a full-time position based in Dubai, United Arab Emirates, reporting to Senior Management. The Project Manager leads the end-to-end planning, execution, monitoring, and delivery of aviation fuel engineering and technical projects, acting as the primary point of accountability for project performance and the principal interface between internal teams, client representatives, and third-party delivery partners. Day-to-day responsibilities include developing project plans, schedules, and work breakdown structures; managing scope through a formal change control process; owning the project risk register; overseeing budgets, subcontractors, and commercial performance; and championing a safety-first HSSE culture across all project activities. The Project Manager reports regularly to Senior Management and client stakeholders and drives continuous improvement in project delivery methodologies. Desired Candidate Profile Qualifications 8+ years of project management experience in technically demanding, safety-critical environments, ideally within aviation, oil and gas, or energy sectors. Proven track record delivering complex, multi-discipline engineering or technical projects on time, to scope, and within budget, managing both internal teams and external subcontractors and vendors. Formal project management qualification preferred (PMP, PRINCE2 Practitioner, or APM PMQ/PPQ), or equivalent demonstrated experience in a structured project management methodology. Strong commercial awareness, with experience in budget oversight, change control, subcontract management, and cost forecasting. Experience owning project risk registers and driving HSSE compliance and safety culture across site and field activities. Proficiency in project planning and scheduling software such as Primavera P6 or Microsoft Project, with experience developing and maintaining schedules, resource plans, and progress reporting. Excellent communication, leadership, and stakeholder management skills, with the confidence to engage at senior client and management level. Bachelor's degree in engineering, project management, business, or a related discipline; equivalent experience may be considered. UAE or GCC project experience is strongly preferred.
