QA/QC MANAGER
Job Description Roles & Responsibilities Develop, implement, and maintain the project Quality Management System (QMS) in accordance with ISO 9001, project specifications, approved drawings, and Client/Consultant requirements. Prepare, review, and implement Project Quality Plans (PQP/QMP), Inspection & Test Plans (ITP), Method Statements, and Inspection Checklists for construction activities. Lead and supervise all QA/QC activities covering civil, structural, architectural, finishing, MEP, and infrastructure works. Conduct daily site inspections and monitor construction activities to ensure compliance with approved drawings, specifications, method statements, ITPs, and applicable standards. Coordinate and manage material inspection and approval, including material submittals, MIRs, test certificates, laboratory tests, and material receiving inspections. Plan and coordinate WIR/IR inspections, testing, and hold-point/witness-point inspections with the Consultant and Client. Monitor concrete works, reinforcement, formwork, waterproofing, blockwork, plastering, tiling, painting, façade, MEP installation, and finishing works to ensure required quality standards are achieved. Ensure proper inspection and approval of preparatory, ongoing, and completed works, including inspection of concealed and completed works before proceeding to subsequent activities. Identify quality deficiencies and manage NCRs, observations, defects, corrective actions, and preventive actions (CAPA) through effective close-out. Monitor and evaluate the quality performance of subcontractors and suppliers, ensuring compliance with project quality requirements. Review subcontractors’ Method Statements, ITPs, material submittals, inspection requests, test reports, and quality records. Maintain complete and accurate QA/QC documentation, inspection records, test reports, material approvals, NCR logs, and quality registers. Conduct internal quality audits and subcontractor quality audits, identify potential quality risks, and implement appropriate corrective and preventive measures. Coordinate closely with Project Management, Construction, Engineering, Procurement, Consultants, Client representatives, and subcontractors on all quality-related matters. Lead snagging, de-snagging, testing & commissioning, final inspection, and project handover activities, ensuring all quality and close-out documentation is completed. Prepare regular QA/QC reports, quality performance reports, inspection statistics, NCR status, and quality KPIs for project management. Ensure compliance with relevant UAE/GCC regulations, international standards, project specifications, approved drawings, and contractual quality requirements. Desired Candidate Profile Education Bachelor's Degree in Civil Engineering, Construction Engineering, Quality Management, or a related discipline. Experience 8–10 years of overall experience in construction or engineering projects. Minimum 3 years of experience in a QA/QC Manager or equivalent senior quality management position. Proven experience in villa, residential, high-rise, commercial, or large-scale building projects. Experience working with international contractors, consultants, or EPC/DB project environments is preferred. UAE / GCC construction experience is highly preferred. Technical Knowledge Strong knowledge of ISO 9001 Quality Management Systems and construction quality control procedures. Good knowledge of inspection, testing, material approval, NCR management, and project handover procedures. Familiarity with relevant UAE/GCC construction standards, international standards, and project specifications. Strong ability to review drawings, specifications, method statements, ITPs, and quality documentation. Language Fluent English is required. Arabic is an advantage.
