Job Description Roles & Responsibilities Job Objectives & Responsibilities Implement and maintain the company’s Quality, Health, Safety, and Environment (QHSE) management system. Ensure compliance with local regulations, international standards (ISO 9001:2015, ISO 14001, ISO 45001), and company policies. Support the development and continual improvement of QHSE procedures, policies, and programs. Main Responsibilities Develop, implement, and monitor QHSE policies, procedures, and programs across all facility management operations. Conduct regular site inspections, audits, and risk assessments to identify hazards and non-conformances. Investigate accidents, incidents, near-misses, and unsafe conditions; prepare detailed reports and corrective action plans. Ensure all employees and contractors receive appropriate QHSE induction and ongoing training. Maintain and update QHSE documentation, records, and registers in accordance with ISO 9001:2015, ISO 14001, and ISO 45001 standards. Monitor and ensure compliance with environmental regulations, including waste management and emissions control. Coordinate and conduct internal QHSE audits and support external/third-party audits and inspections. Prepare and submit monthly/quarterly QHSE performance reports and KPIs to management. Lead emergency response planning, drills, and exercises; ensure emergency procedures are up to date. Review and approve safe work method statements (SWMS), risk assessments, and permit-to-work (PTW) systems. Liaise with regulatory authorities, clients, and stakeholders on QHSE matters as required. Monitor contractor and subcontractor QHSE performance and compliance on site. Promote a positive safety culture through toolbox talks, safety campaigns, and employee engagement activities. Maintain PPE inventory and ensure proper use and availability of personal protective equipment. Track QHSE legal register and ensure all applicable regulations are identified and implemented. Support the management of change (MOC) process to evaluate QHSE impacts of operational changes. Report and escalate any critical QHSE issues to senior management immediately. Desired Candidate Profile Knowledge, Skills & Experience: Bachelor’s degree in Mechanical Engineering. Minimum 2–3 years of experience in a QHSE role, preferably within facility management or construction. IOSH, OSHA, or equivalent QHSE certification. Knowledge of ISO 9001:2015, ISO 14001, and ISO 45001 management systems. Familiarity with Saudi Arabian regulatory requirements (MOMRA, GOSI, SASO, and Royal Commission standards). Proficiency in conducting risk assessments, incident investigations, and root cause analysis (RCA). Strong report writing and documentation skills. Ability to deliver QHSE training and toolbox talks effectively. Good command of English; Arabic language skills are an advantage. Proficient in Microsoft Office (Word, Excel, PowerPoint). Strong communication, interpersonal, and organizational skills. Person Specifications: Bachelor’s degree. Certified in IOSH Managing Safely, OSHA, Fire Safety Management. Detail-oriented with strong analytical and problem-solving skills. Proactive approach to identifying and mitigating QHSE risks. Ability to influence and engage employees at all levels on safety matters. High level of integrity and commitment to ethical conduct. Physically fit to conduct site inspections and field audits. Health and Safety Responsibilities: Adhere to health and safety policies and procedures. Report any health and safety concerns or incidents to the appropriate personnel. Take necessary precautions to ensure personal safety and the safety of others. Lead by example in promoting a positive safety culture across all operations.
