Senior Business Development & Bids

Role Overview We are seeking a Senior Business Development & Bids professional to support the identification, development and pursuit of PPP and infrastructure investment opportunities. The role will work across the full business development and bidding lifecycle, from identifying new opportunities and building relationships through to coordinating complex tender submissions and supporting projects through to award. Key Responsibilities Identify and assess new PPP and infrastructure investment opportunities Monitor government pipelines, procurement programmes and upcoming tenders Build and maintain relationships with government entities, authorities, developers, investors and strategic partners Support the development of market-entry and opportunity pursuit strategies Lead and coordinate EOI, RFQ and RFP submissions Manage bid programmes, timelines, deliverables and internal stakeholders Coordinate inputs from investment, finance, legal, technical and commercial teams Work with external advisers, consultants, contractors and consortium partners Support the formation and management of bidding consortiums and partnerships Review tender documentation and identify key commercial and contractual requirements Develop high-quality presentations, proposals and bid documentation Support commercial discussions and negotiations throughout the bidding process Prepare internal opportunity papers, presentations and approval materials Track competitor activity and wider PPP/infrastructure market developments Maintain an active pipeline of opportunities and provide regular updates to senior management Support projects from initial opportunity identification through to preferred bidder / financial close Experience & Background Strong experience in business development, bids or project development within infrastructure Previous exposure to PPP/P3 projects highly desirable Experience working for an infrastructure investor, developer, fund, concessionaire or similar organisation Good understanding of infrastructure procurement and competitive tender processes Experience coordinating complex, multi-party bids Strong commercial awareness and stakeholder management skills Confident working with senior internal and external stakeholders Excellent written communication, presentation and proposal-development skills Able to manage multiple live opportunities and deadlines simultaneously Sector Experience across one or more infrastructure sectors would be beneficial, including transport, social infrastructure, utilities, water, energy or other public infrastructure.
