Sr. Quality Assurance & Quality Control (QA/QC) Engineer

Job Description Roles & Responsibilities We are seeking a highly meticulous and technically strong Senior Quality Assurance & Quality Control (QA/QC) Engineer to join a client-side Project Management Consultancy (PMC) team overseeing a landmark, large-scale, multi-package infrastructure and city-wide development program. Operating at a PMC level, you will act as the guardian of construction quality across multiple concurrent packages, ensuring that materials, workmanship, and completed works consistently meet approved specifications, international standards, and client requirements from foundation through final handover. This is a hands-on, site-facing role combined with strategic QA/QC governance u2014 you will drive the quality culture across contractors and subcontractors, safeguard the client's interests on a fast-track, high-visibility program, and directly influence the long-term integrity and reputation of the project. Key Responsibilities Quality Planning & Governance: Develop, implement, and continuously improve the Project Quality Plan (PQP), quality procedures, and Inspection & Test Plans (ITPs) across all disciplines and packages. Site Inspection & Surveillance: Conduct systematic inspections of materials, workmanship, and completed works (civil, structural, MEP, and infrastructure) to verify compliance with approved drawings, specifications, and applicable codes (ACI, ASTM, BS/EN, ISO, or equivalent). Contractor & Vendor Oversight: Monitor and audit the QA/QC performance of main contractors, subcontractors, and material vendors, ensuring approved Method Statements, ITPs, and Material Approval submittments are strictly followed prior to execution. Documentation Control: Review and approve Material Inspection Requests (MIRs), Work Inspection Requests (WIRs), Request for Inspection (RFI) submittals, test certificates, and calibration records. Non-Conformance Management: Identify, log, and drive the closure of Non-Conformance Reports (NCRs) and Corrective/Preventive Action Plans (CAPAs), conducting root cause analysis to prevent recurrence. Audits & Compliance: Plan and conduct internal and contractor quality audits, ensuring alignment with ISO 9001 (and related ISO 14001 / 45001 integrated management system) requirements. Testing & Laboratory Coordination: Witness and verify critical tests (concrete, soil, asphalt, welding, and material testing) and coordinate with accredited third-party testing laboratories. Stakeholder & Client Interface: Liaise with client representatives, design consultants, contractors, and third-party inspection bodies (TPIs) to resolve quality issues promptly and maintain program schedule integrity. Reporting: Prepare and present periodic QA/QC status reports, KPIs, NCR trend analysis, and audit findings to project leadership and client stakeholders. Handover & Documentation: Support the compilation of quality dossiers, as-built documentation, and final handover packages in line with contractual and regulatory requirements. Desired Candidate Profile Education Bachelor's degree in Civil Engineering or a closely related engineering discipline is mandatory. Acceptable Alternative: Exceptionally strong, hands-on QA/QC leadership on mega infrastructure or building projects may substitute for a specialized postgraduate qualification. Experience Level (PMC Target) 10+ years of progressive experience in construction Quality Assurance / Quality Control, with a clear career progression (QC Engineer Senior QC Engineer Senior QA/QC Engineer). Borderline Consideration: Candidates with 8–9 years of experience may be evaluated if they demonstrate outstanding mega-project credentials. Strict Cutoff: Candidates with less than 8 years of relevant QA/QC experience will not be considered. Industry & Project Background Direct experience working within a PMC, Tier-1 International Contractor, or reputable Engineering Consultancy environment is strongly preferred. Hands-on QA/QC experience on large-scale infrastructure, mixed-use, or city-wide mega-development projects is mandatory; experience across civil, structural, and MEP packages is a strong advantage. Skills & Competencies Strong working knowledge of international codes and standards (ACI, ASTM, BS/EN, ISO 9001). Proven ability to prepare and manage ITPs, PQPs, Method Statements, and NCR/CAPA registers. Sharp attention to detail balanced with the ability to see program-wide quality risk and impact. Excellent inspection, root-cause analysis, and technical report-writing skills. Strong stakeholder management skills, with the diplomacy and authority to direct contractor QA/QC teams and communicate confidently with client and consultant leadership. Working knowledge of BIM/Aconex or equivalent document control and quality management platforms is an advantage. Required Certifications & Training ISO 9001:2015 Lead Auditor certification is highly preferred. Project Management Professional (PMP) certification is a distinct advantage.
