Estimation and Tendering Manager

Elegancia Landscape is seeking an experienced Estimation & Tendering Manager to lead the estimation, tendering, and pre-contract activities for medium to large-scale landscape projects across Qatar and the wider GCC/MENA region. The ideal candidate will have a strong engineering background, extensive experience in landscape contracting, and a proven track record of preparing competitive tenders that have resulted in successful project awards. Strong knowledge of Candy CCS and SAP is required. Key Responsibilities Lead the complete estimation and tendering process for landscape and associated construction projects. Review tender documents, drawings, specifications, BOQs, contracts, and scope requirements. Prepare accurate and commercially competitive cost estimates, BOQs, rate analyses, and tender submissions. Develop detailed material, manpower, equipment, subcontractor, and preliminary cost assessments. Coordinate with technical, procurement, commercial, planning, and operations teams to ensure accurate tender pricing. Conduct value engineering and cost optimization while maintaining project requirements and specifications. Manage subcontractor and supplier quotations and ensure competitive commercial evaluations. Review contractual and commercial conditions and identify risks, exclusions, qualifications, and opportunities. Participate in tender clarification meetings, negotiations, and presentations with clients and consultants. Maintain and analyze historical cost data, market rates, productivity rates, and project benchmarks. Lead post-tender reviews and ensure lessons learned are incorporated into future bids. Work closely with senior management to develop bid strategies, pricing strategies, and commercial recommendations. Monitor tender performance and maintain records of submitted, shortlisted, negotiated, and awarded projects.

Desired Candidate Profile

Bachelor's degree in Civil Engineering, Landscape Engineering, Architecture, Quantity Surveying, or a related engineering discipline. Minimum 12–15 years of relevant experience in estimation and tendering within the construction/landscape industry. Proven experience in medium to large-scale landscape projects. Strong GCC experience is essential, with experience in Qatar, KSA, UAE, or other GCC/MENA markets highly preferred. Demonstrated track record of successful project awards, preferably with major developers, government entities, hospitality groups, and large contractors. Strong understanding of landscape construction methodologies, materials, irrigation, hardscape, softscape, external works, and associated infrastructure. Advanced working knowledge of Candy CCS / Candy Estimation Software. Experience using SAP for commercial, procurement, cost, or project-related processes. Strong understanding of BOQ preparation, rate build-ups, cost planning, subcontractor evaluation, and tender analysis. Good knowledge of construction contracts, specifications, and commercial conditions. Strong negotiation, analytical, leadership, and communication skills. Key Hiring Criteria For screening purposes, I would make these the non-negotiables: 12–15+ years relevant experience. Engineering background. Extensive landscape project experience — not purely building/civil estimation. Medium-to-large scale projects within GCC/MENA. Proven history of successful tender/project awards. Strong Candy CCS experience. SAP exposure. Strong understanding of landscape costing, BOQ, rate analysis and tender strategy. Qatar-based candidates preferred.
