HSE Engineer

Job Description Roles & Responsibilities Job Purpose: Responsible for monitoring and enforcing Health, Safety and Environmental requirements at the construction site, ensuring that all contractors, subcontractors, consultants, and site personnel comply with approved HSE plans, project requirements, UAE regulations, and applicable international standards. Key Responsibilities: Implement and monitor the project HSE Management Plan, procedures, and safety requirements. Conduct daily site inspections, safety walks, audits, and observations to identify unsafe acts and unsafe conditions. Monitor contractors and subcontractors to ensure compliance with approved HSE procedures and project requirements. Review Risk Assessments, Method Statements, JSA/JHA, and HSE plans for construction activities. Monitor high-risk activities including: Working at height Lifting operations Excavation and trenching Scaffolding Hot work Confined space Temporary works Electrical works Plant and heavy equipment Monitor and verify the Permit-to-Work (PTW) system where applicable. Ensure workers are provided with and properly use the required PPE. Conduct and monitor HSE induction, toolbox talks, safety briefings, and awareness training. Investigate accidents, incidents, near misses, and unsafe occurrences and ensure corrective and preventive actions are implemented. Issue and follow up HSE observations, non-compliance reports, and corrective action requests. Monitor the contractor's HSE performance and ensure timely closure of outstanding safety observations. Check emergency preparedness, evacuation arrangements, firefighting equipment, first-aid facilities, and emergency response procedures. Review contractors' HSE records, inspection reports, training records, equipment certificates, and other safety documentation. Participate in weekly and monthly HSE meetings and prepare relevant MOM and action trackers. Prepare daily, weekly, and monthly HSE reports and statistics, including safety observations, incidents, inspections, and KPI performance. Coordinate with the Resident Engineer, Project Manager, contractor, subcontractors, and client HSE representatives regarding HSE matters. Immediately report any serious or imminent safety risk to the responsible project management representative and recommend appropriate corrective action. Stop or recommend suspension of unsafe work where there is an immediate risk to life, health, or property, in accordance with project procedures and contractual authority. Maintain proper HSE documentation and records throughout the project. Perform any other HSE-related duties assigned by the HSE Manager / Project Manager. Desired Candidate Profile Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science, or a related field. NEBOSH IGC or equivalent safety qualification is preferred/required depending on project requirements. IOSH qualification is an advantage. ISO 45001 knowledge/certification is an advantage. Minimum 8 to 10 years of HSE experience in construction, preferably within the UAE. Experience in building, villa, high-rise, infrastructure, or mixed-use construction projects. Good knowledge of UAE construction HSE requirements and applicable authority requirements. Experience working with consultants, contractors, and subcontractors. Good English communication and report-writing skills. Ability to work independently and effectively on a busy construction site. UAE driving licence is an advantage.
