Quantity Surveying Manager

Lead, manage, and develop the company s Quantity Surveying team across head office and project sites. Establish and maintain standardized procedures, templates, measurement rules, and review workflows for all QS activities. Prepare, review, and validate quantity take-offs, BOQs, remeasurement sheets, quantity reconciliations, and supporting records. Prepare and review client interim payment applications, including measured quantities, approved materials, supporting documents, and reconciliation with previous certificates. Review, verify, and recommend subcontractor interim payments based on approved scope, executed quantities, contractual rates, materials, deductions, and supporting records. Study variation orders and prepare detailed scope, quantity, rate, resource, and cost breakdowns supported by drawings, specifications, instructions, quotations, and site records. Identify differences between contract BOQs, drawings, specifications, and actual executed scope, and coordinate their technical and commercial resolution. Maintain registers for client invoices, subcontractor invoices, variations, quantity changes, and final account status. Prepare and support agreement of client and subcontractor final accounts, including quantity and valuation reconciliation. Coordinate with Technical Office, Site, Procurement, Finance, Project Controls, and Contracts teams to ensure consistent and auditable commercial records. Provide the Contracts Department with substantiated quantities and cost breakdowns required for contractual notices, claims, and variation submissions. Provide the Project Controls Department with verified progress quantities and valuation data required for progress and performance reporting. Report the status of client certifications, subcontractor liabilities, pending variations, and final accounts to management.

Desired Candidate Profile

Bachelor s degree in Civil, Architectural, or Quantity Surveying Engineering. Professional membership or certification in Quantity Surveying or Cost Management (e.g., RICS, AIQS, or equivalent) is preferred. Certified Cost Professional (CCP) or equivalent is an advantage. 15+ years of relevant construction quantity surveying experience, including at least 3 years in a managerial or leadership role. Proven experience in client billing, subcontractor payment certification, variation evaluation, rate build-ups, and final accounts. Strong experience on large-scale building, infrastructure, or industrial construction projects. Experience in both head office and project-site QS functions is preferred. Experience coordinating with Contracts, Project Controls, Procurement, Finance, and Technical Office teams is essential.
