Senior Electrical Tendering Engineer

Review the tender documents (including Instruction to Tender ITT ) to analyze the prequalification requirements and assign relevant tasks to tender engineers. Review and analyze tender documents (specs, drawings, Bill of Quantities [BOQ]), make Request for Information (RFI), communicate the inquiries to the client through the Commercial department, and apply modifications (including reflections on pricing) based on client s responses. Conduct site visits for national / international projects in case of existing/extended projects or to obtain / validate information about the project s infrastructure, if needed. Create and/or support in preparing D.O.R with other parties in case of consortium agreements. Divide the project into packages, create Request for Quotation (RFQ), contact suppliers and subcontractors to obtain price offers, conduct comparison studies for suppliers and subcontractors quotations, ensure that responses to RFQs match project specs, and develop cost estimation - in response to the client s Bill of Quantities (BOQ) and the client s specific requirements - to create the technical offer (including the vendor list and method of statement). Undertake Quantity Survey (QS) (in case of lump some projects) to calculate the quantities required of each material / item for cost estimation and analysis. Coordinate with the Procurement department through the procurement team to get feedback about subcontractors prices (whenever needed), and analyze, revise, and provide guidance to tender engineers on, the breakdown of, and comparisons between, price offers from subcontractors and suppliers. Follow up on the subcontractors offer through direct manager to deal with for the relevant project(s) and create a Tracing List to record and document their details. Attend kick-off meeting with project team internally within the department, and the pre- and post-tender meetings with the client to get information about any clarifications needed, seek further input, negotiate, and respond to inquiries. Liaise with the Planning department the time schedule of the project through direct manager by providing the Method of Statement to make sure all needed data for creating the time schedule of the project is communicated and clarified. Create the technical and commercial proposals prior to sending it to ensure prompt and accurate compliance with the client s requirements and the tender process specifications, whether technically or financially. Assist in providing information on international sub-contractors, suppliers, or foreign labor or material costs for international projects. Attend negotiation meetings with the client during the pre-award stage to discuss prices or for further clarifications Hand over the project related papers and documents under supervision of the direct manager to the executive team in case of being awarded. Follow up with the execution and cost control team to get their feedback and comments on the study.

Desired Candidate Profile

Bachelor s Degree in Electrical Engineering. 5+ years relevant experience. Project Management (PRMG) International Project Management Association (IPMA) PMP is a plus.
