Head - Business development

Business Development & Market Expansion Develop and execute the company’s UAE business development strategy. Identify opportunities in civil construction, infrastructure, roads, highways, utilities and related sectors. Research market trends, upcoming projects, government initiatives and infrastructure investments. Build a strong project pipeline and convert opportunities into orders and contracts. Explore opportunities across Abu Dhabi, Dubai, Fujairah and other Emirates. Government Liaison & Institutional Relations Develop and maintain professional relationships with UAE government departments, authorities and agencies. Liaise with relevant government bodies regarding project opportunities, approvals, registrations, tenders and business development initiatives. Track government infrastructure plans, upcoming tenders and major development projects. Represent the company professionally in meetings with government and institutional stakeholders. Client & Stakeholder Management Develop relationships with major contractors, developers, consultants, EPC companies and project owners. Identify decision-makers and establish long-term business relationships. Arrange and lead client meetings, presentations and commercial discussions. Maintain existing client relationships while developing new accounts. Tender & Project Development Identify suitable tenders and projects aligned with the company’s capabilities. Coordinate with estimation, commercial, technical and project teams for bid preparation. Support prequalification, vendor registration and tender submissions. Participate in commercial negotiations and assist in closing contracts. Strategic Partnerships Identify suitable local partners, subcontractors, consultants and strategic alliances. Develop partnerships that strengthen the company’s UAE presence and competitiveness. Evaluate potential joint ventures and strategic business opportunities. Business Planning & Reporting Prepare annual and quarterly business development plans. Maintain a structured project and opportunity pipeline. Provide regular reports on opportunities, tenders, competitors, market developments and expected order inflow. Develop realistic revenue and order-book targets for the UAE business. Desired Candidate Profile 15+ years of relevant experience in Business Development, Commercial or Projects within civil construction and infrastructure. Strong experience in the UAE/GCC construction and infrastructure markets is highly preferred. Proven experience in roads, highways, civil infrastructure and government projects. Established network with UAE government authorities, agencies, consultants, developers and major contractors. Experience in government tendering, prequalification, registrations and institutional business development. Strong understanding of UAE construction regulations, procurement processes and the project ecosystem. Demonstrated ability to generate and convert large-value business opportunities. Excellent communication, negotiation and presentation skills. Strong commercial and strategic thinking. Ability to work independently and build the UAE business from the ground up.
